It was critically important to the Framers to limit the power of the executive to dissolve the legislature.

They understood that that power was among the quickest routes to tyranny.

Under the Constitution, therefore, “the President can only adjourn the national Legislature in the single case of disagreement about the time of adjournment.” The Federalist №69 (Alexander Hamilton).

Under the Constitution the President might adjourn Congress “to such time as he shall think proper” in the event the House and Senate were locked on an adjournment date.

That’s not what we have.

That’s not why he wants to adjourn congress.
